While a rate of $200 an hour for the new solicitor was mentioned at the meeting, Clark said later via email that Byrne will match the $160 that Rice was getting and not charge a monthly retainer. Rice’s firm had offered a lower hourly rate but included a monthly retainer, said Clark, who is a lawyer. The board had received several responses to its RFP and narrowed it down to three firms, including Rice’s firm, Grim, Biehn & Thatcher. “For me, it comes down to two things: competency and cost,” said Clark. Vice President Luke Clark, a Republican, advocated for the new firm based in Media – McNichol, Byrne & Matlawski – saying the change would save Radnor a significant amount of money and it would also help to have a law firm that is local to Delaware County rather than a firm that is based in Bucks County. However, it may be a revolving door, given the comments by Democratic Commissioner Sean Farhy and incoming Ward 1 Commissioner Jack Larkin, who will flip the board majority back to Democrat control when he is sworn in next month.
